Description

A recurring concern in globalization debates has been how international institutions, including the WTO, restrict states freedom to pursue domestic priorities on sensitive issues including public health, environmental policy and human rights. This module focuses on the WTO's disciplines on domestic regulation to examine whether and to what extent these concerns hold. By examining these rules in their political, economic and historical context, we will seek to understand the functions they play, and the trade-offs, between fairness, efficiency and sovereignty, that they express. Topics will include non-discrimination, legitimate purposes of regulation, trade and public health, and trade and the environment.
